Is whistle blowing testimony of public workers protected under the law?

The following information is incorporated into the Whistle Blowing lesson.

"On June 19, 2014, the U. S. Supreme Court declared that the First Amendment protects public employees from job retaliation when they testify in court about official corruption.  The unanimous decision encourages government workers to cooperate with prosecutors in public fraud cases without fear of losing their livelihood.  The Court declared that such whistle-blowing testimony was protected because the employee was speaking as a citizen on a matter of pubic concern, even if it covered facts learned while on the job.”  www.news-gazette.com/June20,2014/pageC-6
