Simply put, upskilling helps you move up, while reskilling helps you move on.  Upskilling is training to augment existing skills, while reskilling is training to learn new skills.  Upskilling with advanced and enhanced knowledge and skills helps you succeed in your current career, while reskilling with new knowledge and skills helps you perform a new job.
