CTE historians consider the Smith-Hughes act as the foundation of secondary Vocational Education. What goes around may come around. According to the Assn. for Career & Tech Educ (ACTE), a bipartisan Senate Caucus is "focusing attention on CTE as a proven method for promoting America's continued economic growth and ensuring our students have the skills needed to succeed."
